French companies must already send electronic invoices to government agencies (B2G). The PPF performs multiple functions: it acts as a <strong data-start=\"765\" data-end=\"820\">directory of all businesses and government agencies<\/strong>, collects tax data, and provides central access for e-invoicing management. However, the platform does not yet completely replace Chorus Pro for B2G transactions.<\/p><p data-start=\"994\" data-end=\"1536\"><strong data-start=\"994\" data-end=\"1014\">French Annuaire:<\/strong> Operational within the PPF is the <strong data-start=\"1037\" data-end=\"1049\">Annuaire<\/strong>, a registry that indicates the corresponding <strong data-start=\"1118\" data-end=\"1146\">Accredited Platform (PA)<\/strong> for each recipient. This is crucial for the correct routing of invoices: your invoice will be sent to the recipient via the correct PA. The Annuaire is publicly accessible and is constantly updated with new registrations of companies and PAs, so you always know which platform your invoices should go through.<a class=\"decorated-link\" href=\"https:\/\/facturation.chorus-pro.gouv.fr\/annuaire\" target=\"_new\" rel=\"noopener\" data-start=\"1463\" data-end=\"1533\">(Annuaire Chorus Pro<\/a>)<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9c65ee9 elementor-widget elementor-widget-heading\" data-id=\"9c65ee9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">B2B e-invoicing in France<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0dd0f7c elementor-widget elementor-widget-text-editor\" data-id=\"0dd0f7c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"245\" data-end=\"523\"><strong data-start=\"245\" data-end=\"276\">New legislation 2026-2027:<\/strong> From 2026, French companies will be required to send and receive electronic invoices through <strong data-start=\"376\" data-end=\"411\">certified service providers<\/strong> called <strong data-start=\"427\" data-end=\"455\">Plateformes Agr\u00e9\u00e9es (PA)<\/strong>, formerly known as PDPs (Partner Dematerialization Platforms).<\/p><p data-start=\"525\" data-end=\"1036\"><strong data-start=\"525\" data-end=\"543\">What is a PA?<\/strong><br data-start=\"543\" data-end=\"546\">A PA is a certified platform approved by the French government to process electronic invoices and automatically transmit tax data to the French tax authorities. The platform replaces the role of the old PDPs: all B2B e-invoices must go through a PA from implementation. This means that companies can no longer invoice directly through their own systems without a certified service provider, except during the transition period.  <\/p><p data-start=\"1038\" data-end=\"1073\"><strong data-start=\"1038\" data-end=\"1071\">Phasing of commitment:<\/strong><\/p><p data-start=\"1077\" data-end=\"1114\"><strong data-start=\"1077\" data-end=\"1097\">Sept. 1, 2026<\/strong> &#8211; First phase:<\/p><ul><li data-start=\"1119\" data-end=\"1201\">Required for <strong data-start=\"1134\" data-end=\"1153\">large companies<\/strong> (turnover &gt; \u20ac50 million and\/or &gt; 250 employees).<\/li><li data-start=\"1119\" data-end=\"1201\">These companies must send and receive both <strong data-start=\"1234\" data-end=\"1247\">outgoing<\/strong> and <strong data-start=\"1252\" data-end=\"1265\">incoming<\/strong> e-invoices through a PA.<\/li><li data-start=\"1119\" data-end=\"1201\">International B2B transactions must also be reported to the tax authorities via e-reporting.<\/li><li data-start=\"1119\" data-end=\"1201\">All companies doing business with these large corporations must have their systems ready to <strong data-start=\"1516\" data-end=\"1554\">accept received e-invoices<\/strong> via a PA<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2cdab04 elementor-widget elementor-widget-text-editor\" data-id=\"2cdab04\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong data-start=\"1572\" data-end=\"1592\">Sept. 1, 2027<\/strong> &#8211; Second phase:<\/p><ul><li data-start=\"1614\" data-end=\"1685\">Mandatory for <strong data-start=\"1629\" data-end=\"1655\">all other businesses<\/strong>, regardless of turnover or size.<\/li><li data-start=\"1614\" data-end=\"1685\">The obligation applies to all B2B transactions within France and to e-reporting of international transactions.<\/li><li data-start=\"1614\" data-end=\"1685\">From this point on, the use of a PA will be completely mandatory for everyone; the old PDP structure will no longer exist.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8568539 elementor-widget elementor-widget-text-editor\" data-id=\"8568539\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"1938\" data-end=\"1968\"><strong data-start=\"1938\" data-end=\"1966\">Formats and standards:<\/strong><\/p><ul><li data-start=\"1971\" data-end=\"2022\">Invoices must comply with the <strong data-start=\"2002\" data-end=\"2019\">EN 16931 standard<\/strong>.<\/li><li data-start=\"1971\" data-end=\"2022\">Supported formats: <strong data-start=\"2048\" data-end=\"2084\">UBL 2.1, UN\/CEFACT CII, Invoice-X<\/strong>.<\/li><li data-start=\"1971\" data-end=\"2022\">E-invoicing via the <strong data-start=\"2115\" data-end=\"2133\">Peppol network<\/strong> is also permitted and fully compatible with French legislation.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1da3cde elementor-widget elementor-widget-heading\" data-id=\"1da3cde\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">E-reporting<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5a4c2f4 elementor-widget elementor-widget-text-editor\" data-id=\"5a4c2f4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"155\" data-end=\"406\">In parallel with e-invoicing, France has a requirement for <strong data-start=\"220\" data-end=\"235\">e-reporting,<\/strong> the digital reporting of billing data to the tax authorities. This requirement is intended to simplify VAT administration and prevent fraud.<\/p><p data-start=\"408\" data-end=\"515\">E-reporting is mandatory for transactions not within the national e-invoicing network, such as:<\/p><ul><li data-start=\"518\" data-end=\"584\"><strong data-start=\"518\" data-end=\"552\">International B2B transactions<\/strong> (with foreign companies),<\/li><li data-start=\"518\" data-end=\"584\"><strong data-start=\"587\" data-end=\"606\">B2C transactions<\/strong> (sales to individuals),<\/li><li data-start=\"518\" data-end=\"584\">and certain <strong data-start=\"653\" data-end=\"687\">VAT-related transactions<\/strong> for which no invoice is issued.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b5a8094 elementor-widget elementor-widget-text-editor\" data-id=\"b5a8094\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"731\" data-end=\"999\">Reporting is done automatically through the company&#8217;s <strong data-start=\"774\" data-end=\"800\">Plateforme Agr\u00e9\u00e9e (PA)<\/strong>. This certified service provider collects the necessary data from the invoices and <strong data-start=\"898\" data-end=\"955\">forwards them to the French tax authorities (DGFiP)<\/strong> according to the established format and rhythm.<\/p><p data-start=\"1001\" data-end=\"1262\">Depending on the type of activity, reporting can be <strong data-start=\"1057\" data-end=\"1096\">real-time, daily or monthly<\/strong>. Companies that do not use PA can use the <strong data-start=\"1155\" data-end=\"1194\">Portail Public de Facturation (PPF)<\/strong> as an alternative to manually transmit their data.<\/p><p data-start=\"1264\" data-end=\"1445\">This dual obligation &#8211; e-invoicing and e-reporting &#8211; gives the French government a complete and up-to-date picture of all domestic as well as cross-border transactions.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9c7c40e elementor-widget elementor-widget-heading\" data-id=\"9c7c40e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">PAs and Peppol<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9f09e4e elementor-widget elementor-widget-text-editor\" data-id=\"9f09e4e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"2553\" data-end=\"2780\"><strong data-start=\"2553\" data-end=\"2588\">Certified Platforms (PA):<\/strong> Companies are required to use a <strong data-start=\"2618\" data-end=\"2639\">certified PA<\/strong> for their e-invoicing. These platforms process invoices and report tax data directly to the French tax authorities.<\/p><p data-start=\"2782\" data-end=\"2899\"><strong data-start=\"2782\" data-end=\"2801\">Peppol network:<\/strong> All PAs are connected through Peppol, allowing e-invoices to be exchanged globally.<\/p><p data-start=\"2901\" data-end=\"3060\"><strong data-start=\"2901\" data-end=\"2930\">Final certification:<\/strong> PAs are currently provisionally certified; final certification will follow interoperability testing and annual audits.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e60bfa4 elementor-widget elementor-widget-heading\" data-id=\"e60bfa4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Impact for businesses<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0821c37 elementor-widget elementor-widget-text-editor\" data-id=\"0821c37\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"172\" data-end=\"545\">The introduction of e-invoicing and e-reporting in France is having a clear impact on businesses. Whereas the <strong data-start=\"280\" data-end=\"319\">Portail Public de Facturation (PPF)<\/strong> used to serve as a free platform for submitting invoices, that role is limited today. The PPF now acts primarily as a <strong data-start=\"450\" data-end=\"483\">central directory (Annuaire)<\/strong> and a <strong data-start=\"491\" data-end=\"511\">data collection point<\/strong> for the French tax authorities.  <\/p><p data-start=\"547\" data-end=\"803\">Companies must now use a <strong data-start=\"594\" data-end=\"628\">Plateforme Agr\u00e9\u00e9e (PA, ex-PDP)<\/strong> for sending, receiving and reporting e-invoices. These certified service providers offer commercial solutions, leaving no free option.<\/p><h4 data-start=\"805\" data-end=\"838\">Sanctions for non-compliance<\/h4><p data-start=\"840\" data-end=\"933\">The French government has recently increased and expanded fines to enforce compliance.<\/p><p data-start=\"935\" data-end=\"956\"><strong data-start=\"935\" data-end=\"954\">For businesses:<\/strong><\/p><ul><li data-start=\"959\" data-end=\"1061\">Failure to send an e-invoice: \u20ac50 per missing invoice, with a maximum of \u20ac15,000 per year.<\/li><li data-start=\"959\" data-end=\"1061\">Failure to send an e-report: \u20ac500 per missing report, with a maximum of \u20ac15,000 per year.<\/li><li data-start=\"959\" data-end=\"1061\">Failure to designate a Plateforme Agr\u00e9\u00e9e (PA): \u20ac500 fine after three months from first warning, then \u20ac1,000 for each additional three months of noncompliance.<\/li><li data-start=\"959\" data-end=\"1061\">Late or incomplete reporting may also result in additional penalties, depending on severity and frequency.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9c38074 elementor-widget elementor-widget-text-editor\" data-id=\"9c38074\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"1472\" data-end=\"1510\"><strong data-start=\"1472\" data-end=\"1508\">For Plateformes Agr\u00e9\u00e9es (PAs):<\/strong><\/p><ul><li data-start=\"1513\" data-end=\"1580\">Fines of up to \u20ac100,000 for errors or non-compliant data transmissions.<\/li><li data-start=\"1513\" data-end=\"1580\">Annual technical audits are mandatory; non-compliance may result in temporary or permanent withdrawal of accreditation.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-df96ce2 elementor-widget elementor-widget-text-editor\" data-id=\"df96ce2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"1718\" data-end=\"2065\">The government is providing a short transition period at the start of the obligation.
