In Romania, both B2G (Business-to-Government) and B2B (Business-to-Business) e-invoicing are mandatory through the central platform RO-eFactura. The use of this platform for B2C (Business-to-Consumer) e-invoicing will also become mandatory from Jan. 1, 2025. This initiative aims to promote transparency and combat tax fraud.

B2B e-invoicing in Romania
- Mandatory since: July 1, 2024
- Platform: RO-eFactura in XML format (UBL 2.1 or CII syntax) according to RO_CIUS specifications.
- E-reporting: mandatory and performed automatically during the e-invoicing transaction.
- Fines: Up to €2,000 for non-compliance.
- Archiving: Invoices must be kept for 10 years.
- Manual input: Possible through a web portal that converts the invoices to the correct format and sends them via RO-eFactura.
B2G e-invoicing in Romania
- Mandatory since: July 1, 2022.
- Platform: RO-eFactura in XML format (UBL 2.1 or CII syntax) according to RO_CIUS specifications.
- For whom: The tax authority maintains a list of public administrations covered by the B2G mandate.
- Archiving: Invoices must be kept for 10 years.
B2C e-invoicing in Romania
- Mandatory from: Jan. 1, 2025, with penalties for noncompliance from July 1, 2025.
- Exceptions: Until July 1, 2025 for associations, foundations and farmers, among others.
- Platform: RO-eFactura.
- Specifications: Further technical specifications are forthcoming.
